I used the first photo as a reference for the big towers and the stairs in the foreground. The stairs are basically made of cubes and cylinders. The tower uses a capsule object and several ring objects.
I created the platform using tube segments, cylinders and SweepNURBS objects. I created the grate by doing an inner extrude to the polygons of the cylinder segment and then deleting the extruded polygons so only the grate remained.
