Move up the selected vertexes.
By now should have the shape of your faucet like below!
 
Select all the red marked polygons !
Make a click extrusion and than scale them a bit down.
Now make a little extrusion and then scale the polygons up. We are almost finished with our Tap :) ... Let's continue...
